OnLive is a cloud based gaming service that was just launched about a month ago, and is already starting to take off. The concept is that games are streamed in real-time from servers instead of running directly on your hardware. This makes the games hardware independent, thus able to be run on any mobile streaming device, so you could be gaming on a tablet, while your buddy is playing with you on his smartphone or other device. From this new announcement it looks as if the "other device" will be a Google TV, as it was just announced that the OnLive gaming app is being developed for the Google TV. Here's a quote from SlashGear with some more details,

There is a jaded review of it as it is on youtube at

Basically at the moment it looks like the onlive software for google tv is not fully ready and that is why it is being called an onlive viewer since all it does is allow you to watch others live games. Hopefully this will change in the future or the guy in the video did not try all the available games to see if one worked.

Yeah, this is actually normal. OnLive launches their viewer application before the full fledged client. If you check the Android Market there are two separate apps available; the viewer (OnLive Viewer) and the full fledge client (Onlive). Only the viewer is currently compatible with Google TV. Same thing happened last year with both Android and iOS phones and tablets. It recently came out last month for the Android Phone and Tablets but I'm still waiting for the full-fledged client for my iOS devices.
