Does the Sony GS7 Netflix app use Flash player to play content?

Well i'm getting lip sync issues with Netflix (Fifth Element) and i don't like the stuttering in panning shots from iptv content to watch it all day.
My Humax Foxsat HD and DigitalStream Freeview HD (both MHEG delivery) box plays back BBC iPlayer and ITV player smoothly, as did a Sony tv i saw once.
So why do so may boxes and pcs stutter in panning shots on iptv content delivery?
Is there a cure for this?
Who's your internet provider? For instance, I believe NetFlix and Verizon have an on-going dispute regarding bandwidth.
Doing more reading brings up the fact that smooth Netflix 1080P @ 24fps playback needs a 6mbps connection, which i haven't got and the Sony can't do 1080P @ 24fps output.
The box not do 24/25/30 fps output from an internet stream?
This doesn't explain why all iptv content suffers from judder eg UK Top Gear.
